- Under Section 85a of the Environmental Planning and Assessment Act 1979 a CDC cannot be issued until the fees have been paid.
Landscape plan:
Where the landscape plan has to be designed by a professional qualified designer.
- Section 149 Certificate:
- The client has to contact the local council (Camden Council) and obtain the Section 149, where the certificate has to be less than 3 months old to comply.
- Home Warranty:
- A builder must take out job-specific insurance under the Home Building Compensation Fund (previously Home Warranty Insurance) for home building work valued at over $20,000.
Owner Builder Permit:
- Owner-builder work is any work (including supervision and coordination) involved in the construction of, or alterations, repairs or additions to, a dwelling:
- where the reasonable market cost (including labour and materials) exceeds $10,000, and
- which relates to a single dwelling-house, or a secondary dwelling:
- that requires development consent under Part 4 of the Environmental Planning and Assessment Act 1979, or
- that is a complying development within the meaning of that Act.
BCA Compliance:
The BCA is produced and maintained by the Australian Building Codes Board (ABCB) on behalf of the Australian Government and State and Territory Governments. The BCA has been given the status of building regulation by all States and Territories.Under the Building Code Australia 2015 Volume Two Class 1 and class 10 Building (single storey dwelling as per the proposal), the subject proposed has to comply in order to issue a CDC.After reviewing all the plans that have been submitted, the subject propose does comply with the BCA 2015.

Home Building Act 1989 Requirements:
- For this proposed dwelling there are two cases where they can meet the requirements to obtain the CDC approval:
- Home Owner Permit:
- An owner-builder permit is designed to allow people who have the skill or capacity to build their own house or supervise construction by coordinating appropriate sub-contractors. While an owner-builder permit is not a builder’s licence, as an owner-builder, you are responsible for the building work as a fully licensed builder would be.
- Where a special course has to be completed by the owner of the subjected land, than applying for the Owner Builder Permit by filling up the form obtained by the Fair Trading, along with the referral letter signed by the appointed PCA.
A permit will be obtained by the owner of the land.
- Home Warranty:
- Home Warranty describes the entitlement that a contractor has to apply for a Certificate of Insurance (project certificate) and the conditions under which the certificate may be granted.
- In that case the statement must be showing the details of the licensee’s name, contractor licence number and evidence that the licences has complied with the applicable requirements of the Home Building Act 1989.
